Captain Jeff and Captain Sheena Marquis

Captain Jeff Marquis was born in Lincoln, Nebraska, to Salvation Army officers. His parents eventually settled in the suburbs of Chicago, where Jeff spent his adolescent years growing in his gift and love for music and the arts. He attended Asbury College, now Asbury University, in Wilmore, KY, where he studied and earned a Bachelor of Arts in Music. Still involved with The Salvation Army church, Jeff began teaching music with the Army in both Texas and Florida. While in Texas, Jeff met his now wife and partner in ministry, Sheena.

Captain Sheena Marquis, born and raised in Dallas, TX, also grew up in the ministry of The Salvation Army. As a young girl, she and her family were assisted by The Salvation Army’s transitional housing center in Arlington, TX. Upon graduating from high school, Sheena served on a summer missions team to Kenya with The Salvation Army that nurtured her love for service. She received her Bachelor’s of Social Work from the University of Texas at Arlington, and later a Master of Social Work from the University of South Florida in Tampa.

In 2013, Jeff and Sheena accepted God’s call to deeper service as officers in The Salvation Army. Prior to coming to Stuart, they served as Corps Officers for three years in Clay County near Jacksonville. They have a young son, Caedmon.

Commissioner George Scott Railton and seven Hallelujah Lassiesofficially “opened fire” in the United States on March 10, 1880.

Soon after beginning his ministerial career in England in 1852, William Booth abandoned the concept of the traditional church pulpit in favor of taking the gospel of Jesus Christ directly to the people. Walking the streets of London, he preached to the poor, the homeless, the hungry, and the destitute.

When fellow clergymen disagreed with Booth’s unconventional approach, he and his wife Catherine withdrew from the church to train evangelists throughout England. The couple returned to the East End of London in 1865, where many followers joined their fight for the souls of lost men and women. Within 10 years, their organization, operating under the name “The Christian Mission,” had over 1,000 volunteers and evangelists.

Thieves, prostitutes, gamblers, and drunkards were among their first converts to Christianity. And soon, those converts were also preaching and singing in the streets as living testimonies to the power of God.

When Booth read a printer’s proof of the 1878 “Christian Mission” annual report, he noticed the statement “The Christian Mission is a volunteer army.” Crossing out the words “volunteer army,” he penned in “Salvation Army.” From those words came the basis of the foundation deed of The Salvation Army.

From that point onward, converts became soldiers of Christ and were known then, as now, as Salvationists. They launched an offensive throughout the British Isles that, in spite of violence and persecution, converted 250,000 Christians between 1881 and 1885. Their message spread rapidly, gaining a foothold in America and soon after Canada, Australia, France, Switzerland, India, South Africa, Iceland, and Germany.

Today, The Salvation Army is active in virtually every corner of the world and serves in over 100 countries, offering the message of God’s healing and hope to all those in need.



William Booth began The Salvation Army in 1865 as a means to help the suffering souls throughout London who were not willing to attend – or even welcomed into – a traditional church.

Thieves, prostitutes, gamblers, and drunkards were among his first converts to Christianity, and as his ministry grew, the gospel of Jesus Christ was spread far and wide to the poor, the vulnerable, and the destitute.

Though General Booth died in 1912, he laid a firm foundation for the lifesaving work that The Salvation Army continues to perform today in over 100 countries.


Catherine Booth was known as the “Army Mother.” In her world, women had few rights, no place in the professional sphere, and a minimal presence in church leadership.

Yet in her marriage to William Booth, she became an evangelist, preacher, theologian, and co-founder of The Salvation Army.

A truly passionate Christian, Catherine believed that loving God meant loving people through action. Her legacy of love, sacrifice, and service continues to shape The Salvation Army today.


The seventh child of William and Catherine Booth, Eva Cory Booth was a gifted speaker, musician, and leader sent by her father to spread The Army’s mission in North America.

During her 30 years as national commander in the United States, Evangeline was responsible for the volunteers who served as chaplains and “Doughnut Girls” during World War I, and also for the division of the country into four territories.

In 1934, Evangeline became The Army’s fourth general. She left America on the highest crest of love and popularity she had ever known, and retained her American citizenship until her death in 1950.


Though often considered a rude and even obnoxious rule-breaker, “Joe the Turk” opened many important doors for Salvationists across America.

With an inherent passion for protecting the persecuted, he eventually traded in his drinking and smoking habits for a life as a Christian, where he went on to serve as a spirited captain in The Salvation Army until 1925.

Famous for his colorful ministry and attention-getting antics, Joe was often “jailed for Jesus,” and he became known as a spiritual father to thousands of formerly lost souls.


Eliza Shirley pioneered the establishment of The Salvation Army in the United States.

After faithfully serving with the Booths in London’s East End as part of “The Christian Mission,” a 17-year-old Eliza followed God’s call to America.

There she joined her parents (who had recently immigrated to Philadelphia for work), and swiftly began her work for The Army. Her humble mission grew into a nationwide presence of peace and hope for those most in need.


After serving as the Booths’ family secretary in London, George went on to establish The Salvation Army’s presence in New York.

His talent for languages and love of travel also helped him pave the way for Salvationist work in France, Switzerland, Sweden, Germany, China, and Japan.

In addition to creating Army song books in Zulu and Dutch and beginning the Army and Navy League for Salvationist servicemen away from home, Railton founded the Prison Gate work for recently released prisoners.


Well known as a minister to The Salvation Army’s officers and soldiers in the United States, Brengle served for 30 years.

He believed that those who seek God “burst into flame” when they first touch Him and that they can bring those “left out in the cold” to His light.

To Brengle, the Corps was a sacred place from which the love and power of God could be communicated to all; entire cities could be energized and “lit up” by the prayer of soldiers who had “caught the flame.”

About us

Often individuals and families struggling with homelessness simply need a short-term solution to help them get back on their feet again. We offer safe, secure shelter, meals, clothing and counseling while residents work to once again become self-sufficient.

Our Clients

Compassion House is our shelter for homeless women and women with children in Martin County.


We have 8 bedrooms, each with its own a private bathroom. Moreover, we have a children’s playroom and playground, laundry room, computer workspace and dining area. The shelter is fully staffed to provide security and assist the residents as needed.

We do not charge ANY fees.  We are funded through grants, private donations, The United Way of Martin County, local foundations and profits from The Salvation Army Family Store.


Residents meet with case managers weekly to tailor goals to overcome their individual barriers to housing and stability and are introduced to local resources to meet those goals. Depending on the individual needs of the resident, we may provide assistance with daycare, job-seeking skills, debt management and budgeting, GED classes or college classes - whatever is necessary to help them be successful.


There is no set time that a woman can stay as long as she is working toward her goals.  An average stay is 3-6 months.

  • How do the women qualify to become residents? They fill out an application and meet with the shelter coordinator who determines whether they would be a good fit for CH. They must not have a recent record of violent crime or drug charges. They can’t be using drugs or alcohol and must be willing to work to regain control of their lives. We currently have a waitlist of homeless women seeking help.
  • Do the residents have to pay anything? No. All their needs are met so they can save their money to eventually afford an apartment of their own. We provide meals, linens, toiletries, laundry supplies, and clothes, as well as classes and counseling - everything they need to get back on their feet.
  • What do the children do while they stay at CH? They are in school or at daycare during the day. During the summer, they enjoy activities at the Boys and Girls Club. In the evenings and on weekends, they play in the playroom or on the playground. Many participate in the youth and church programs available here at the Salvation Army.
  • What can I do to help? We are always in need of twin-size sheets and comforters, bath towels, diapers and laundry supplies, and of course, monetary gifts are always appreciated. If you have a background in budgeting, nutrition, parenting, or self-improvement, we might be able to use your services as a volunteer counselor or mentor to our residents.

What Is Pathway of Hope?

The Pathway of Hope initiative is an approach launched by The Salvation Army in 2011 to provide targeted services to families with a desire to take action to break the generational cycle of crisis and enable a path out of poverty. It is rooted in a case management approach, focusing on client needs through a strength-based lens.

Targeting families with children came from the desire to have an intergenerational impact on poverty. By positively influencing the lives of parents, the Salvation Army can create better living conditions for children. Influencing children in their development years is crucial, as studies show that children who spend more than half of their life in poverty are 32 times more likely to be in poverty as an adult.

Money placed raise in every kettle helps our neighbors in need that are experiencing a crisis in their lives. The Salvation Army Women’s Auxiliary was founded by Mary Helen Keim in 2000.  In 2002, the Auxiliary began raising money to open a homeless shelter in Martin County.  By 2012, Compassion House, the Army’s transitional homeless shelter for women and women with children officially opened.

Through the years, the Auxiliary has raised funds to help with Salvation Army programs and services, including purchasing a new 15-passenger van; purchasing a new 18-passenger bus; sending hundreds of children to summer camp; funded Vacation Bible School projects; assisted and funded Back-To-School backpack distribution; staffed the Red Kettle at Christmas; Assisted with Angel tree processing and distribution; and assisted with merchandising at the Family Store.

Today, the Women's Auxiliary boasts 59 members, and meets monthly either socially distanced in person or through virtual means.

Salvation Army Women’s Auxiliary Raises $42,000 for Homeless Shelter

(STUART, FL, FEBRUARY 12, 2021) – The Salvation Army’s Women Auxiliary hails the success of its inaugural fundraiser—Eat, Drink & Be Giving. Last fall, the auxiliary hosted a casual, socially distanced gathering at The Dolphin Bar Shrimp House in Jensen Beach to benefit its homeless shelter, Compassion House. Through the generosity of sponsors, donations, ticket sales, and proceeds from the silent auction, Eat, Drink, & Be Giving raised $42,000.

Compassion House is the Army’s transitional homeless shelter for women and women with children. It provides far more than safety, clothing, and food. While living at Compassion House, each woman receives one-on-one counseling and the tools necessary to become self-sufficient. Kim Tolbert, Program Manager, helps residents secure employment and housing and provides resources needed for residents to be resilient in the event of a financial crisis in the future. To date, Compassion House has sheltered more than 600 local women and children, with very few “graduates” reverting to homelessness. The pandemic has brought on unique challenges for Compassion House and could have easily halted operations. Kim Tolbert explains, “Thanks to the Women’s Auxiliary, we can focus on our residents and their needs while doing what we can to curb the cyclical nature of homelessness.”

Eat, Drink & Be Giving marks another massive success for the Women’s Auxiliary. The silent auction alone yielded $7,000 in proceeds in part due to the overwhelming support of local businesses donating merchandise, gift certificates, and more. The event would not have been possible without the support of its sponsors; Jack and Char Meyering, the Edward P. and Juanita J. Henson Foundation, Robert and Carol Weissman, Seacoast Bank, Agler Kitchen, Bath & Floors, Airstron Air Conditioning, Crary Buchanan, Attorneys at Law, Lori Baird, Raymond and Ginny Bargull, Muriel Franz, Phyllis Kordick, Wayne and Carolyn Magdalena, the Osleber Family, and Ted and Pat Tiemeyer.

For Immediate Release: Publix Super Market Charities Gives $15,000 Donation to Compassion House

(STUART, February 4, 2021) – Publix Super Markets Charities recently donated $15,000.00 to support The Salvation Army’s Compassion House, its transitional homeless shelter for women and women with children. Since opening in 2012 in Stuart, more than 600 women and children have lived at the shelter with an ever-growing waitlist.

The Compassion House facility has eight bedrooms, each with a private bathroom, as well as a children’s playground and playroom, laundry room, computer workspace, and dining area. While living at Compassion House, each resident receives shelter, meals, and clothing. The women meet regularly for one-on-one counseling and receive access to resources designed to develop the skills needed to become self-sufficient. Additionally, the program is free, allowing residents to focus on achieving financial independence by not being burdened by bills. The goal is not only to help the women find and maintain stable employment and housing but also to help them become more resilient should they face a financial crisis in the future. The program boasts a high success rate as very few of its “graduates” fall back into homelessness.

Captain Sheena Marquis, local corps officer, expressed gratitude for Publix Super Markets Charities’ ongoing partnership, saying, “Because of their generosity, we can continue providing shelter to women and children who are transitioning out of homelessness. We look forward to serving many more families because of this grant, offering not only a safe place to stay and seek opportunity but hope where there was only despair.”

For Immediate Release: South Fork Seniors Service Project Keeps Salvation Army’s Playground Shaded

(STUART, February 1, 2021) – At South Fork High, seniors in the IB program must complete 20 service hours towards an area initiative. Sam Johnson and Nathan Welmaker, graduates of the Class of 2020, reached out to The Salvation Army’s local corps officer, Captain Jeff Marquis, to collaborate. Sam and Nathan learned that Compassion House, the Army’s homeless shelter for women and children, had a nearly unusable playground for half of the year due to the Florida heat. After brainstorming solutions, they decided to raise money for a sail shade to cover the playground, allowing the kids to play outside.

Sam and Nathan began reaching out to local area businesses when Steve Hartung, owner of Sail Shade Structures Contracting Inc. in Palm City, expressed interest. Hartung was thrilled to work with the two young men to benefit Compassion House and gave them a great proposal. Hartung contributed $1000.00 for the cause, leaving Sam and Nathan to raise $6,120.00, which is no small feat.

Sam and Nathan hit the ground running, finding creative ways to share their project with friends, family, and the community. Despite COVID-19 and other setbacks, Sam and Nathan reached their goal. Kim Tolbert, Program Manager for Compassion House, says the new sail shade is a “blessing” and explained, “Transitional living can be especially tough on children, so we do everything we can to make it fun while they’re here.” Thanks to the hard work of Sam Johnson and Nathan Welmaker and the generosity of Steve Hartung, and several other donors, the children at Compassion House now can enjoy the playground all year-round.

The Salvation Army partners with Treasure Coast Lexus Dealership for COVID-19 Day of Service

(FORT PIERCE, January 15, 2021) – This morning, 200 boxes of food each containing a weeks’ worth of groceries for a family of four, gift bags with toys for children, hygiene kits, and $25 gift cards to Wal-Mart were given out to families in need at Treasure Coast Lexus.

The Salvation Army and the dealership collaborated for the second time during the pandemic to help fill the pantries of residents in St. Lucie County. Treasure Coast Lexus is owned by Amber Woods who is a member of the Toyota/Lexus Minority Owners Dealership Association (TLMODA). The TLMODA is a diverse dealer group committed to giving back to the communities they live and work in.

As the United States approaches one year of life with COVID-19, many are doing all they can to stay afloat. While residents drove through the car line to retrieve their items, it was clear the pandemic is wearing on the community, with one being brought to tears upon receiving her items. Another resident, who preferred not to be named, explained the difficulty of juggling life right now as she is caring for her immediate family and elderly family members. To this area resident, a box of food is one less thing to worry about during these trying times.

Known as a resource in hard times, The Salvation Army has expanded services in the past year. “The Salvation Army has seen a tsunami of need over the last year,” said Commissioner Kenneth Hodder, National Commander of The Salvation Army response to the COVID-19 pandemic, “we have provided more than 150 million meals to families in need. This was in large part thanks to the commitment of community members and partners like TLMODA and its member dealerships.” As the nation’s largest service provider, The Salvation Army is more committed than ever to support your neighbors in need.

As I sift through the chaos and hardships brought on by 2020, I find myself in awe of the resolve and support of our community.

The holiday season is a time of joy and happiness. But for many in our community, the holidays bring enormous pressure to struggling families. COVID-19 resulted in many of our neighbors experiencing these pressures for the first time. The Salvation Army Red Kettle Campaign and Angel Tree program sought to rescue Christmas for these families.

We began the holiday season by serving over 500 Thanksgiving meals to area residents on Thanksgiving Day, an enormous feat made possible by the many volunteers who gave up their holiday for others. The very next day, our Red Kettle Campaign. Due to a 50% drop in bell ringers, we adjusted our ringing days from 33 days in 2019 to 12 days in 2020. With fewer days, kettles, and foot traffic, we knew it would be an uphill battle. Fortunately, volunteer bell ringers found creative ways to engage donors without compromising safety restrictions; and donors found it in their hearts to give back. Even with these challenges, we raised 80% of our 2019 total despite only ringing 33% of the days. The 2020 Red Kettle Campaign raised more than $200,000.00 across Martin and St. Lucie Counties.

This year, the Angel Tree program had the challenge of making sure that 1,222 children experienced the joy of opening gifts on Christmas morning. This is only made possible by the generosity of our area sponsors and donors. For Immediate Release: The Salvation Army’s Angel Tree Program Brings Christmas Cheer to over 500 Families and 1,222 Children Across Martin, St. Lucie, and Okeechobee Counties

STUART, FL– (December 17, 2020) The Salvation Army of Martin, St. Lucie, and Okeechobee Counties is celebrating the annual Angel Tree program’s success, which distributed Christmas gifts to 1,222 children in 521 families this week. Each year, The Salvation Army looks to the community to ‘adopt’ children registered in the program, purchasing gifts and clothing for each child to open on Christmas morning. Even in a global pandemic, the community stepped up. With the support of local sponsors like Powerhouse Gym, Seacoast National Bank, The Grace Place, Port Saint Lucie City Hall, and Miles Grant Country Club, families in need throughout the area will have a warmer and brighter Christmas this year.

Christmas time can bring on incredible stress for a family in need. In a global pandemic, The Salvation Army has seen firsthand how that stress has been amplified. “We know how hard this year has been, and we know how much people are hurting,” said Captain Sheena Marquis, local Corps Officer. “Our goal was to ensure nobody is without gifts under their tree or food on their table on Christmas morning,” This year, each family received gifts and wrapping paper for each registered child, plus hygiene kits for each member of their family, laundry detergent and dish soap, diapers (if applicable), frozen dinner items like pizza and chicken, and a box of nonperishable food items. The packing and distribution was no small feat and would not have been successful if not for the more than 50 volunteers who gave up their free time to give back. Bonita Jackson, a volunteer from Fort Pierce, said, “This is my first time helping with Angel Tree and I’m glad I did. The whole process is so organized and impressive, but mostly I’m impressed to see everything these families are being given. It’s incredible.”

Captain Sheena went on to share how the mother of an Angel Tree family recently had a baby and desperately needed a crib as soon as possible. Unsure of procuring the money and wary it could take some time, they sent an email blast to the local Salvation Army’s Women’s Auxiliary. Captain Sheena explained, “Within just 30 minutes, they raised funds for the crib, on top of the 48 angels that they had already adopted. It was extraordinary. The compassion these women have for their community and this organization truly has no bounds.”

Thanks to the Treasure Coast Square Mall, The Salvation Army was able to set up shop in an unused store that quickly became the Angel Tree Warehouse over the past month. The vast space allowed staff and volunteers to coordinate and sort through all donated items to guarantee every family received their intended gifts and additional provisions, all while adhering to COVID-19 Guidelines per the CDC.

Across the nation, the largest social-services organization launches iconic holiday fundraising campaign earlier than ever to meet increasing need

STUART, FL– (October 30th, 2020) For the first time in 130 years, The Salvation Army is starting its annual holiday fundraising campaign early across the country in order to rescue Christmas. The funds raised through the organization’s iconic red kettles are at risk this year due to COVID-19 while requests for services are at an all-time high.

Now more than ever, The Salvation Army is making it safer and simpler to donate in order to support the most vulnerable within our community this Christmas:
• Red Kettle season begins Friday, November 27th after Thanksgiving with kettles placed throughout Martin, St. Lucie, and Okeechobee on the following twelve days during November and December:

o December 4th-5th, 11th-12th, 18th-19th, and the 21st – 24th

The Salvation Army Responses to Coronavirus COVID-19

As the coronavirus COVID-19 has evolved into a pandemic, we are monitoring the situation daily. Safety is of utmost priority, so we have ramped up efforts to slow the spread of this virus among our employees, volunteers, and the homeless and other vulnerable people we serve.

In the United States, one in six people live in poverty, and more than 550,000 are counted as homeless. These populations severely lack access to proper care, hygiene, updated information, and medical resources, which makes them more susceptible to the virus. This is where we come in. This is who we serve.

We are developing new hygiene and cleaning protocols to help keep safe our residents and others who depend on The Salvation Army’s programs and services to survive. In addition, all staff, volunteers, and program participants have been sent hygiene and prevention information as recommended by the CDC.

We also anticipate a significant increase in need of emergency assistance for low-wage earners facing layoffs due to COVID-19. The support we provide – rent/mortgage, utility, and food assistance, among others – will become more urgent as the situation evolves.

Meanwhile, we will continue to work in close partnership with area government and health experts to prepare and respond to meet specific community needs. We will continue to update this page as developments warrant.
